Yes, your lights are out also huh...
After the frustrating job of getting to the dash light bulbs, THEN finding out they are good... you will learn that the main reason is that the power supply to them, from the main wiring harness near the steering head tube is the culprit.
Mark Etheridge at Moto Guzzi Classics found out that the power supply wire (color? Contact him HERE) was broken just above the connector... inside the insulation so that there was NO visible break.
A quick solder job, and presto. Back in business...
